Osun Assembly Passes Transport and Park Management Bill After Motor Park Violence

The Osun State House of Assembly has passed the Osun State Integrated Transport, Traffic and Park Management Bill, 2026, into law following recent disputes and violence linked to the control of motor parks and garages across the state.

The bill was approved during plenary after lawmakers considered and adopted it at its third reading.

The new legislation establishes a framework for managing motor parks, garages, traffic operations and other transport-related activities across Osun State.

Sponsored by the Chairman of the House Committee on Works and Transport, Hon. Abiola Ibrahim, the law provides for an integrated system covering park administration, traffic management and the collection of transport-related revenue.

During deliberations on the bill, Ibrahim said the legislation would help improve the management of revenue generated from motor parks, reduce leakages in the state’s Internally Generated Revenue and create a more accountable collection system.

The law also provides for the digitalisation of ticketing and a more organised structure for the operation of motor parks across the state.

According to the Assembly, provisions have also been included to tackle thuggery, violence, extortion and other unlawful activities associated with motor park and garage operations.

Lawmakers said the need for greater order and safety in the parks had become more urgent following recent disputes over the control of some motor parks.

The Assembly said the legislation would provide a statutory framework for coordinating the transport sector and improve transparency in the collection and management of transport-related revenues.

The measure is also expected to promote a more coordinated and orderly system for the administration of parks, garages and traffic activities.

Following the passage of the bill, the Speaker directed that the final copy be transmitted to Governor Ademola Adeleke for assent. The Assembly thereafter adjourned its legislative activities.

The development followed Adeleke’s decision to reintroduce the Park Management System across the state after violence at a motor park led to multiple deaths, including the killing of his ally, Olalekan Oyeyemi, popularly known as Ajagungbade Emir.

The governor had earlier directed warring groups to immediately vacate motor parks and announced the return of the Park Management System as part of efforts to restore order and prevent further violence.

Adeleke also ordered an investigation into Oyeyemi’s killing and directed the police to arrest those allegedly responsible.

The latest legislation is expected to provide a legal framework for the management of motor parks and garages and address some of the challenges surrounding the administration of the state’s transport sector.
